"Member in good standing" is not defined in the Articles of Incorporation or in the Bylaws and therefore can not be used to reduce the quorum value. The members consist of lot owners (Bylaw Article III Section 3). There is one vote per lot. The correct lot count is 153 not 145 so therefore the correct quorum value is 79 not 74. (.51 X 153 = 78.03. 78 would be short by .03 therefore 79 is the minimum number of votes required to pass any measure requiring a quorum.)
